Introduction

A Neighbourhood Plan Update is a mechanism for helping communities, including both residents and businesses, influence the planning of the area in which they live and work. It can be used to:

• Develop a shared vision for the parish
• Propose where new development (homes, employment and retail) should be delivered
• Identify and protect important local green spaces and heritage assets
• Influence how new development should be designed

As part of the Neighbourhood Plan Update, the Town Council are calling upon the community to nominate Local Green Spaces and Local Heritage Assets. Nominations will be reviewed and considered to become part of the Neighbourhood Plan Update.

The consultation period is from the 24th of November 2022 to the 21st of December 2022.

Local Green Space

As part of the Neighbourhood Plan Update we are inviting proposals for potential designation as Local Green Spaces (LGS)

Local Green Spaces are areas of particular importance to local communities that can be identified and protected through the planning process. The designation should only be used:

• Where the green space is in reasonably close proximity to the community it serves;
• Where the green area is demonstrably special to a local community and holds a particular local significance, for example, because of its beauty, historic significance, recreational value (including as a playing field), tranquility or richness of its wildlife; and
• Where the green area concerned is local in character and is not an extensive tract of land.

Rushden Town Council will assess these nominations in line with the criteria set out in policy EN9 of the East Northamptonshire Local Plan Part 2, paragraphs 101-103 of the National Planning Policy Framework (NPPF) and the Local Green Space section of the Planning Practice Guidance.

Why are we calling for Local Green Spaces?

This is an opportunity for the community to nominate LGS and potentially get a site protected. This exercise will not in itself decide whether a site would be supported or allocated for LGS by the Neighbourhood Plan. All sites will be considered through an objective and transparent site assessment and site selection process.

If you want a site to be considered by the Neighbourhood Plan Update, we would like to hear from you. The sites need not be in your ownership.

Rushden Local Green Space Form

Local Heritage List

Rushden is a town with a rich history and many heritage assets including some that benefit from statutory protection and designation, often referred to as 'listed' or 'scheduled' assets. The threshold for meeting the criteria that allows an asset to become listed is very high, and as a result it means that several locally important assets, which contribute positively to the local character and identity of Rushden, sometimes have little or no protection. Over time, some of these special places can be lost.

The Local Heritage List seeks to identify locally significant assets and celebrate their contribution to local identity and character. Developing this list provides a unique opportunity for residents of Rushden to nominate important assets around the Town that are not currently listed, but that have significant heritage interest.

All kinds of assets can be considered for local listing, including:

• Historic buildings
• Buildings demonstrating local style
• Archaeological sites, such as upstanding earthworks or buried remains
• Landscape features
• Historic gardens and parks, and individual elements within them
• Public works of art, monuments, and street furniture, including signage

Residents will be able to make nominations for the Local Heritage List, or volunteer to assist the project team.
